The Australian skipper has taken 309 Test scalps in 71 five-day games with an stellar bowling average.
Australia's chief selector Bailey has stated that skipper Cummins will be a central figure in this winter's England-Australia contest.
Speculation had been growing that the veteran bowler might miss the series due to a ongoing back issue that remained unresolved.
Initial reports from team management suggested no official announcement had been made regarding whether he would play, with the Test matches set to start on 21 November in Western Australia.
He revealed that Cummins is "building up" and remained hopeful about his chances of being involved.
"We know that the clock is ticking and there are permutations involved, not just the back issue, but further aspects," Bailey remarked.
"We're encouraged. There's strong faith that he'll participate in a significant role. Ideally starting in Perth. Otherwise, then we'll pick it up."
Previous Setbacks
He was sidelined Australia's limited-overs series against New Zealand and India last month after scans revealed a stress reaction in his back.
There is a track record of back injuries, with recurrences in several earlier campaigns leading to absences from multiple domestic campaigns in a short span.
The bowler mentioned he would be ""aggressive" and "take risks" in his comeback strategy to ensure his availability for the series.
Bailey noted that there was no confirmation if the captain had resumed bowling as part of his rehabilitation but conceded it was "becoming urgent" for him to regain fitness for the first Test.
Contingency Plans
If he's unavailable, ex-skipper Smith will assume leadership.
The talented all-rounder was recently pulled out from Australia's squad for their limited-overs matches against India as a precautionary measure because of an abdominal issue.
The selector characterized it as a "minor" injury and stated that he's scheduled to appear in the domestic first-class competition, so will be "ideally positioned to be ready to bowl."
"We put so much time has gone into building out the plan for him to participate for the initial game as an all-rounder," Bailey explained.
"Originally, he'd only feature in the initial matches regardless. How he handles the cricket bat in white-ball cricket, even if it just sets him back for another day, we opted to adopt a safer strategy."
